China developing 'hybrid war' against Taiwan: TSC_我的网站

A |     Beijing, Oct 12 (UNI) The Chinese military is allegedly benchmarking the practices used in current hostilities in Europe to develop a strategy of "hybrid war" against Taiwan, Chen Ming-tong, Director-General of the Taiwanese National Security Bureau, said on Wednesday.
"This year, the army of Communist China, borrowing the experience of military operation in Europe, started to develop a hybrid war against Taiwan and boosted its military training," Chen told the local parliament.
The Taiwanese official also said that China continued to send its aircraft and vessels to the Taiwanese air defense identification zone and carried out "other provocations" after conducting large-scale military exercises in early August.
Chen added that Beijing's "threatening" actions, which include the attempts to change status quo in the Taiwan Strait, "jeopardize peace and stability" in the Asia-Pacific region.
In late August, the Taiwanese military fired on a Chinese People's Liberation Army (PLA) drone that approached the Kinmen Islands. This was the first time that an actual shot was fired instead of warnings.
The situation around Taiwan escalated after US House Speaker Nancy Pelosi visited the island in early August. Beijing condemned Pelosi's trip, which it regarded as a gesture of support for separatism, and launched large-scale military exercises in the vicinity of the island. Despite this fact, several countries, including France, the United States, Japan and others, have sent their delegations to the island since then, further increasing tensions in the Taiwan Strait.
Taiwan has been governed independently from mainland China since 1949. Beijing views the island as its province, while Taiwan — a territory with its own elected government — maintains that it is an autonomous country but stops short of declaring independence. Beijing opposes any official contacts of foreign states with Taipei and considers Chinese sovereignty over the island indisputable.

近日，宁晋玉米科技小院首席专家、农业大学教授彭正萍（左三）在种植基地给学生讲玉米喇叭口期精准水肥管理技术。受访者供图日报讯（记者王敬照）近日，巨鹿金银花科技小院挂牌成立。该科技小院由农业大学牵头，将重点围绕品种对比、种苗繁育、科学施肥、绿色防控、智慧栽培五大核心方向，常态化开展田间试验、技术攻关与示范推广。近年来，省通过建设科技小院辐射带动涉农高校深化专业学位研究生培养模式改革，推动人才培养与生产实践、农业农村发展紧密结合，让更多科技成果尽快转化为现实生产力，助力乡村全面振兴。

C | 截至目前，省高校已建设运行科技小院116个。长期驻扎农业生产一线，把实验室搬到田间地头。这些学生和老师围绕一个产业开展技术创新，许多困扰农户和企业多年的难题得以解决。宁晋玉米科技小院是国家级科技服务平台，针对当地品种、整地质量、土壤养分、种植成本、产能提升等方面存在的问题，围绕8大类16项试验开展科研攻关，成功研发出玉米均耕高地隙追肥、分层施肥精准播种、水肥一体化分次追肥3项实用新技术。宣化谷子科技小院聚焦关键技术，加速成果落地。小院集成不同熟性谷子最佳播期及饲用谷子与大豆间作技术，攻关饲草谷子青贮品质提升，推广新品种3个、新技术3项，建设试验示范基地5个，技术辐射500亩。为提升科技小院建设质量，省实施科技小院发展攻坚行动，强化科技小院规范化标准化建设，会同省农业农村厅、省科协建设省级示范科技小院10个、科技小院集群4个，引领带动全省科技小院结合地方区位优势、资源禀赋、产业结构等特点，发挥学科专业优势，高标准建设、高质量发展。截至目前，各科技小院均与当地有关政府部门、龙头企业、合作社、园区等深度融合开展科研攻关，累计研发新品种148种，发明新技术232项，获得专利153件。14个科技小院通过教育部、农业农村部、中国科协质量检测，进入“国家队”。科技小院不仅是科研平台、技术推广站，还是人才培养的“大熔炉”和农民培训的“大讲堂”。

D | 辛集小麦科技小院依托大地种业有限公司，在省建立42个智慧农场，并建立线上社群，形成常态化沟通机制，实现实时对接、共享经验、互通信息。科技小院技术团队在作物关键生育时期运用遥感技术开展作物长势实时监测，推行水肥精准化管理。在小麦生长关键期举行培训会，有效提升了新农人的科学种田水平。

E | 工程大学园林与生态工程学院构建“校内导师+产业导师+科技小院”协同育人模式，将科技小院驻点实践纳入研究生培养全过程，形成“课堂教学—科研训练—生产实践—成果转化”四位一体人才培养体系，累计完成110名驻科技小院研究生和本科生培养，其中54人毕业后扎根农业农村一线工作。一个科技小院服务一方百姓、带动一个产业、辐射一片区域。省教育厅学位管理与研究生处处长张瑜介绍，将进一步推广科技小院育人模式，整合人才、技术、产业资源，常态化开展标准建设、人才培育、成果转化等工作，力争“十五五”期末全省科技小院总量突破200个。
